Developing the project of #ict4rd in Alta Anoia

Abstract: Here in my first dissertation proposal , my focus is concentrated on how rural communities use ICT to build other spaces to connect the people who are involved in the community and with the active participants. My hypothesis is that behind this new way to communicate there are other forms to organize the social communities. My method is based on Action Research or Participatory action research: “a recognized form of experimental research that focuses on the effects of the researcher’s direct actions of practice within a participatory community with the goal of improving the performance quality of the community or an area of concern”.

I have chosen this method because the researc is focussed on work by local people and for local people. In this short article I will try to explain how we are building a new project in Alta Anoia. The collaboration of people is essential to the success of the project. In fact they are the beneficiaries of the project.

The idea

In September 2009 the people (politicians and civil servants) in the Alta Anoia Tourism Consortium were thinking about how to build an effective project on the net. We had some good previous experiences in Copons with a local project to engage the people in  political decisions using social web tools. We thought that the knowledge and the opinions of the citizens were very important to build a successful project.

We started with a blog where we explained the idea, talking about the project and asking for peoples’ opinions. The highlights of the project were:

  • Peoples’ knowledge  as a product to be used for tourist engagement
  • To Collect information (news, events,…) to promote tourist accommodation and tourist activities.
  • Promote collaborative initiatives in Public Administration with existing or new entrepreneurs.
  • Use the activity and the opinions of the visitors to promote the area.

The blog also explains how the project has developed and where we get the money to pay for it.

Development

In September 2010 we presented the project. We worked together (public administration and public employees) to prepare all the things that every project needs. First we analsyed the requirements, then worked the design and development. At the same time we held some events to explain the project and the opportunities of using  web tools. We also demonstrated the opportunity to start a new way to work, together: collaborative /sharing method.
To get more content for the project we created an activity: asking children of the school to explain folk tales about the region. The parents told them the stories and they wrote them on the website.

Now, a lot of content had to be uploaded on the web by the participants and the Consortium workers.

Presentation

We did an academic presentation, on 17th November with UOC lecturer Oriol Miralbell and UG lecturer José Antonio Donaire. Also Ricard Espelt explained the development of the project.
We were very interested in explaining the methodology of the concept of the website because we aren’t interested in only making a website, we want to create an ITC4RD project. A project to connect the knowledge of Alta Anoia and to work together for rural development.

But how? The idea is to connect all the things that could be used for tourism in a website. However the information and knowledge are not only produced by the administration – the people (community) can create the information themselves, sharing activities, knowledge, interesting places etc.

Initial conclusions

It’s too early to speak about the results of the project. But we can evaluate the process from the initial idea until know. Some things stand out:

  • The project is a way to explain how to develop new methods to create a public program, to evaluate how much it costs and how to get the money.
  • If people can give their opinion, when the project happens they already know it.
  • The project has an academic interest because is a new way to propose a tourist website.
  • The people can observe the analysis of the project and use the data to create new projects. (opendata)
  • People are more interested in participating in the social media spaces, because a lot of times the first place the visitor found the acommodation/ restaurant or activity is via social media eg: twitter, facebook, tripadvisor, foursquare, etc.
